I don't know about the dagger itself. Bann 399 was formed on 01-08-37 as Bann Querfurt-Eckartsberga with the headquarters in Wieche. The bann was reorganized on 24-05-41 as Bann Querfort with the headquarters in Querfort. It was located in Obergebiet Mitte, HJ Gebeit 15 Mittlelland. Information is from Wim's HJ book. Sorry I'm no help with the dagger, I don't know much about them.
