Here is a link to Two Hundred and Fifty-One Divisions of the German Army which Participated in the War (1914-1918). Compiled from the records of the American Expeditionary Force, it has some inaccuracies and omissions expected of a wartime intelligence estimate, but overall is a very useful order of battle document. Beware! The document is a 49 MB PDF file.
